The Appropriation (No. 3) Bill, 2026 was passed in the Lok Sabha on Tuesday (August 4, 2026) by a voice vote, amid protests from the Opposition.
Tuesday saw multiple adjournments in both the Houses over various issues. While the Lok Sabha has been adjourned for the day, the Rajya Sabha is functioning with the Opposition creating a ruckus in the House. The Lower House to meet again on Wednesday (August 5, 2026).
Opposition MPs on Tuesday staged protests at the Parliament premises over multiple issues, including the embezzlement of Ram Mandir donations, the police action on protesters during the Parliament March on July 20 in the national capital, and the Cauvery water dispute.
A day earlier, on Monday (August 3, 2026), the Lok Sabha passed a Bill to increase the sanctioned strength of judges in the Supreme Court without any discussion as persistent protests by Opposition members over the police action against protesting students at Jantar Mantar and the alleged chadhawa chori (theft of offerings) at the Ram Temple in Ayodhya continued to disrupt proceedings. Meanwhile, the Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.

The Bill has been passed in the Lok Sabha.
The proposed legislation seeks to make delayed registration of births and deaths more stringent by requiring an order from a judicial magistrate (first class) for registrations done after two years.

Leader of Opposition in Rajya Sabha, Mallikarjun Kharge, said, “We want the Speaker (Lok Sabha) and Chairperson (Rajya Sabha) grant permission for a discussion in both houses. Once the debate begins, all the facts will come out. That is all we are asking for a discussion, whether it is on the Ram Janmabhoomi Trust or the injustice and atrocities against students.”- PTI
Congress MP Pawan Khera on Tuesday (August 4) demanded that the Union Home Minister make a statement in Parliament over the recent developments involving students, alleging that the government was avoiding discussion on the issue.
“...The Home Minister considers it a very big deal to come to the House and give a statement on what has happened or is happening to the coming generations of this country... Whether it’s stealing donations or stealing the future of the youth, both are important issues. If you want to run the House, then come and address this,” Mr. Khera said.- ANI

Shortly after the session began, the Lok Sabha Speaker Om Birla adjourned the proceedings until 2 p.m amid Opposition protest, demanding the presence of Home Minister Amit Shah.
The NDA Parliamentary Party’s ‘Mangal Milan’ meeting began in Parliament on Tuesday, with Prime Minister Narendra Modi, Union Home Minister Amit Shah, Defence Minister Rajnath Singh and other NDA leaders in attendance.
BJP National President Nitin Nabin was also in attendance at the meeting being held at the GMC Balayogi Auditorium in the Parliament Library Building.
Earlier, Nationalist Citizens Party of India (NCPI) MP Sudip Bandyopadhyay also arrived at the Parliament Library Building to attend the NDA Parliamentary Party’s weekly ‘Mangal Milan’ meeting.

Congress MP Manish Tewari on Tuesday submitted an adjournment motion notice in the Lok Sabha, seeking the suspension of Question Hour, Zero Hour, and all other listed business of the day to discuss the need for a new anti-defection law to curb what he termed “mass political defections” driven by opportunism.
In his notice addressed to the Secretary-General of the Lok Sabha, Tewari stated that he intended to move a motion for the adjournment of the House’s business to discuss “a definite matter of urgent public importance.”
“I move that this House do suspend Question Hour, Zero Hour, and all other listed business of the day to discuss the contours of a new Anti-Defection Law that proscribes Mass Political Defections driven by opportunism and bereft of any genuine ideological or policy differences while simultaneously providing space for honest and critical dissent both inside and outside Parliament and the legislatures,” the notice read.
