To complete the Charged armor set in Tears of the Kingdom, you need to get your hands on the Charged Shirt, the Charged Trousers, and the Charged Headdress. They are located in three different areas of Hyrule.

Initiate the Secret of The Ring Ruins quest line, which you can find at the 1816, -0953, 0113 coordinates in Kakarika Village.
Then, make your way to 0973, -2532, 0008 coordinates. You will reach Dracozu Lake near the Jiukoum Shrine. There will be a campfire near the entrance, and you will find NPC Tauro once you head in.
After interacting with him, climb the stairs to obtain the Charged Shirt.
How to get the Charged armor trousers in The Legend of Zelda Tears of the Kingdom
Head outside and make your way to 0968, -2802, 0007 coordinates. You will find an entrance blocked by rocks that you can break using Bomb Flower arrows. Climb up the set of stairs to find a room with a chest inside. Open it to obtain the Charged Trousers.

The final piece required to complete the Secret of The Ring Ruins quest line is the Charged Headdress, which can be obtained from 0968, -2802, 0007 coordinates. Follow the lake further down, climb a few rocks, and swim across to reach the coordinates.
You will find an entrance blocked by vines, which you can clear with a sword. The chest inside will contain the Charged Headdress.
