Hyderabad’s Ashok Nagar area, which is known as the hub of civil service aspirants, turned out to be a hub of student protests over the last few days.

Group-1 aspirants have been protesting against the Telangana government, demanding to postpone the Group-1 Mains exam, which is scheduled to be held on October 21. However, the Revanth-led government got a clean chit to conduct exams on the scheduled date. But that didn’t stop students from protesting. Here is all you need to know about these protests.

After coming into power, the Congress government cancelled the Group 1 notification issued by the BRS government in 2022 and issued a fresh one in February 2024.

According to the 2022 notification, candidates were selected under GO 55, a reservation policy that allowed SC/ST/BC candidates to compete in both open and reserved categories based on merit. The Congress government changed GO 55 by introducing GO 29, which limits SC/ST/BC candidates to their reserved categories, even if their scores qualify them for the open category.

Under GO 55, candidates from reserved categories could compete for both open and reserved seats based on merit. But GO 29 removed this option, so even if SC/ST/BC candidates scored high enough for open category selection, they would still be placed in their reserved quota.

The 1992 Indra Sawhney Judgment from the Supreme Court supported reservations but stressed that merit should not be overlooked. It allowed reserved category candidates to compete in the open category if their merit qualified them.

In the 1995 R. K. Sabharwal Case, the Supreme Court ruled that if a reserved category candidate is selected based on merit, they should not be counted under the reserved quota.

Students argue that GO 29 goes against both of these Supreme Court rulings, and a case has been filed against it. The case is set to be heard by the Supreme Court on October 21, the same day as the exam.

Students are demanding the government postpone the exam and are asking to conduct it after the Supreme Court’s verdict, but Revanth Reddy’s government is not showing any willingness to listen. There is widespread confusion among students about the judgment and the exam happening on the same day. Protests have erupted, and the police are clashing with students, creating a tense atmosphere in Ashoknagar.
